We won't probably be able to entirely implement it, but it looks like it's going to be needed by view transitions in the future so better to have something at least.

I also only expect to add the call to #set-the-ongoing-navigation in #beginning-navigation in this patch and add others when adding calls to #fire-a-traverse-navigate-event since those calls are in #apply-the-history-step
